Transfer Rule Related to Penn State Sex Abuse Scandal Expires

The special transfer rule that allowed Penn State football players to transfer colleges without sitting out a year at a new school expires today. The rule was put into effect as part of the sanctions levied against the university by the NCAA in the aftermath of the Jerry Sandusky child sex abuse case.

The expiration of the transfer rule marks the end of the first stage of a series of sanctions related to the university’s cover up of the child abuse that took place in the football team’s locker room.

“Emotionally, that’s a big chunk out of the way,” athletic director Dave Joyner told ESPN on Wednesday. The football team starts “preseason, the beginning of August, and the transfer rule is not there, so that’s one piece done.”

Penn State still faces ongoing restrictions on the number of scholarships it can award players each year, and the school remains banned from participating in bowl games for another three years.
