An Illinois sexual-assault bill that requires colleges to “notify victims of their rights and provide them with a confidential adviser” has passed the state senate unanimously and now goes to Republican Gov. Bruce Rauner for consideration.
The Daily Northwesterner reports the bill is intended to guide alleged victims of assault through the process of either pursuing a criminal complaint outside their school or administrative complaint within it:
“Some schools have very fancy, beautiful, gold-plated documents regarding their policies but they’re 14 pages long,” [Attorney General Civil Rights Bureau Chief Karyn] Bass Ehler said. “How is one supposed to synthesize all that information when you’re going through trauma?”
Attorney General Lisa Madigan – whom University of Tennessee law professor Glenn Reynolds once facetiously accused of rape because of Madigan’s “believe the survivor” mantra – promises that the bill requires schools to adopt a “fair, balanced process” to adjudicate allegations.
